Position summary: The Director of Finance is a key member of the district leadership team; the Director of Finance serves as the district's chief financial officer. This individual is responsible for the leadership, oversight, and strategic management of all financial operations, including budgeting, accounting, payroll, purchasing, and compliance with state and federal regulations.
Key Responsibilities:
Financial Management and Reporting
- Oversee all district funds, including receipt, safekeeping, disbursement, and investment.
- Develop and maintain robust internal controls and accurate financial records.
- Prepare monthly financial statements, board reports, and end-of-year financial summaries.
- Collaborate with the Superintendent and leadership team on budget development and long-range financial planning.
Treasury and Compliance
- Serve as Treasurer for the district, ensuring compliance with local, state, and federal laws.
- Manage cash flow, investments, and debt service obligations.
- Prepare and submit required financial reports to state and federal agencies.
- Coordinate and support internal and external audits.
Payroll and Benefits Oversight
- Supervise payroll processing, including salary schedules, deductions, and benefits administration.
- Ensure accurate and timely payroll reporting and compliance with labor laws.
- Oversee employee benefits programs, including open enrollment and vendor coordination.
Procurement and Accounts Payable
- Supervise purchasing, invoice processing, and vendor payments
- Maintain vendor records and ensure compliance with procurement policies.
- Monitor purchasing card (P-Card) and credit card usage.
Leadership and Collaboration
- Serve as a financial advisor to the Superintendent and Board of Education
- Participate in contract negotiations and provide financial impact analysis.
Supervisory Responsibilities
- Supervise payroll processing, including salary schedules, deductions, and benefits administration.
- Supervise purchasing, invoice processing, and vendor payments.
- Supervise finance department staff and provide professional development.
General Duties
- Perform other duties and responsibilities as assigned by the supervisor.
Required Qualification
- Bachelor's degree in Accounting or Finance
- Experience in Accounting, Finance, Business Administration, or a related field.
- Minimum of 5 years of progressive financial leadership experience, preferably in a public school or governmental setting.
- Strong knowledge of : Fund accounting, School finance laws, Arkansas state reporting systems (eFinance), Microsoft Excel
- Excellent communication, analytical, and organization skills.
Working Conditions
- May be required to lift and carry heavy, bulky supplies and materials weighing up to 50 pounds.
- Office environment with frequent travel to school sites and occasional evening meetings.
- May require extended hours during key reporting or planning periods.
